By no means is this manual all
inclusive. Because Ranchos Elementary is evolving into the Baldrige System of
management, we are constantly improving our systems by using the PDSA cycle. We
are limited to printing this handbook once a year; therefore, we retain the
right to alter the application of these rules and procedures between our annual
printings. This handbook is a guide to help teachers, parents, and school
personnel work together.
WELCOME TO RANCHOS ELEMENTARY
SCHOOL
This is the beginning of a very exciting part of your child’s education. These
years of your child’s learning at Ranchos Elementary will provide an opportunity
to explore new ideas, meet new friends, and have a variety of experiences which
will be positive and rewarding. We are an academically focused, restructuring
school and promise to create the best possible learning environment to help all
students reach their fullest potential. In return, we expect each student to act
in a positive and responsible manner at all times. With all of us working
together, we can accomplish these goals. Have a wonderful year!

MISSION STATEMENT
Ranchos Elementary believes that every student has the potential to learn. The
staff is committed to eradicating below-grade-level reading and math
achievement.
METHODS FOR ACCOMPLISHING THE SCHOOL’S MISSION STATEMENT
Our staff is committed to the 90% Reading Goal. Our primary goal is to focus on
1st, 2nd, and 3rd grade students to read at or above grade level by the end of
3rd grade. We will assess students and intervene so that all academic
assignments given to students are at their comprehension level which may not
coincide with their grade level. We have initiated corrective-reading and
leveled-math programs as the initial step of remediation. Teachers and parents

SEARCH FOR SAFETY
The school reserves the right to search a student’s locker, backpack, desk, or
person when we have a reasonable basis to believe that a search will result in
the finding of evidence dealing with gross disobedience or misconduct.

BIRTH CERTIFICATE
We require that you present your child’s birth certificate when he/she enters
school.

INSURANCE
Student accident insurance is available for purchase through the school. It is
wise to have insurance coverage for the unforeseen accidents and illnesses. Even
with close supervision, accidents still happen. If an accident does occur at
school causing injury, it must be reported to the school office immediately.
Information for properly filing a claim will be recorded.

VISITING SCHOOL
A parent’s visit to their child’s classroom is always welcomed and encouraged.
When visiting, please adhere to the following recommendations:

Call the school office to make
arrangements.

All visitors must sign in at the
office, state purpose of the visit, and receive a visitor’s sticker.

Communicate with your child’s
teacher as to the nature of your visit so that your participation is
welcomed. A teacher may discourage you from visiting on certain days due to
projects in the class. Please respect his/her wishes.

Parental inclusion in the class
is at the discretion of the teacher.

Visiting during the first and
last month of school is discouraged.
-
Middle or high school students
are not allowed to visit the school or former teachers without prior
authorization from the office and the teacher.

SIGN-OUT
Our instructional day starts at 8:25 A.M. and ends at 3:20 P.M. Parents or
visitors should not interrupt the educational process during the school day.
Parents are not to sign students out unless it is an emergency. Going out of
town is not an emergency unless it is for a doctor’s appointment.

ASSEMBLIES

Student assemblies will be held
in the gymnasium. All students are expected to follow assembly procedures
and rules.
-
Students shall show respect and
courtesy to all speakers and performers by listening with their ears,
sitting quietly, sitting without wiggling and without using hands, and not
talking.

Students will sit with their
assigned class and be supervised by their teacher.
-
Students shall remain seated
until they are dismissed by the assembly leader.
-
Bathroom and water breaks are not
allowed during an assembly.
-
Food and drinks are not allowed
in the gymnasium.

CLASSROOM CHANGES
Requests for classroom changes will be considered by the School Class Placement
Committee on an individual bases. Requests must be in writing with stated
reasons for the change. The committee will determine if the request is in the
best interest of the student and if the change will maintain the balance needed
in each classroom. Changes may also be referred to the School Management Team.

CLASSROOM PLACEMENT
The Taos Municipal Schools classroom
placements are made to meet the New Mexico State Department of Education and
Office of Civil Rights regulations. Classroom placement will be the
responsibility of the school. An effort will be made to achieve balance in each
classroom. We follow:

cannot undermine the classroom placement committee and assign a student to a
different classroom without the recommendation and approval of the
committee.

ENHANCEMENT PROGRAM
Ranchos Elementary enhancement program is offered once or twice a week. Test
scores are used to screen participants and may be obtained from the teacher or
the director of special education.

HOMEWORK
Homework is an important part of the academic program at Ranchos Elementary.
Completed homework that is filled with mistakes, is better than incomplete,
forgotten, or no homework. The mistakes allow the teacher to assess what the
student knows and doesn’t know. In addition to reading 30 minutes every night,
students may expect to spend 1 to 1 ½ hours each evening completing homework.

Taking your child to the Ranchos
or Town of Taos Library to participate in choosing a really good book!

organizational skills. (Does he/she put his/her completed homework in the
same place every night?)
Parents are to realize that they are the instrument to their child’s
success!!
Some homework assignments may be long-range projects with a due date several
weeks in the future. Students should attend to these daily and not expect to
satisfactorily complete them at the last minute.
Students who have been absent are responsible for getting their assignments
from their teachers.

STUDENT DATA
In the distant past, teachers held students’ grades under lock and key. Today,
the operative word is share, share, share! Ranchos Elementary students do not
have to wait for report cards or progress reports to know where they stand.
Under the Baldrige System, students collect their data. The teachers have found
that students’ knowing their data is a terrific motivator. Students have control
over changing their data by studying hard for a test, doing well on homework,
and asking for extra-credit assignments. Teachers are constantly developing

PARENT-TEACHER CONFERENCES
Because Ranchos Elementary believes the responsibility of your child’s success
is dependent on a cooperative Teacher-Parent relationship, we encourage parents
to be in continuous communication with their child’s teacher throughout the
nine-week term. In addition, Parent-Teacher conferences are held at the end of

STUDENT
RECORDS
Parents or legal guardians have the right to access any school records relating
to their own child. To review your child’s records, you must make arrangements
with the Principal or Counselor. Other individuals or agencies wishing to review
a student’s records must have written approval by the parent prior to reviewing
the records.

PROMOTION/REPEAT-GRADE-LEVEL
POLICY
Principals and teachers shall determine all grade placements of students. The
Taos Board of Education acknowledges that the awarding of marks, retesting, and
decisions relative to promotion or repeating of a grade level for students are
the responsibility of the teacher. It is the Board’s policy to support its
professional staff in this duty. The Board feels that the certified staff can be
depended upon to make all such decisions in the best interest of children.
However, the Board considers it important that parents be consulted and informed
at an early date when repeating a grade is advisable.
Social Promotion
Current legislation will no longer allow parents to repeatedly rescue their
children from failing a grade in school. Legislation allows parents only one
opportunity to intervene. Parents will have only one chance to sign a waiver
that effectively promotes them to the next grade in spite of the school’s
recommendation to the contrary. Schools will provide a written improvement plan
and extra tutoring for struggling students. Parental refusal to allow a student
to repeat a grade in levels K-5 must be in a written statement.

ATTENDANCE
Daily attendance is critical to your child’s educational progress and success.
If your child is absent, please write a note in the Agenda stating the reason.
If you do not write an excuse in the Agenda, the absence will be unexcused. All
absences must be telephoned in to 737-6154.
Parents are to provide the following information in the agenda…
1. Date(s) of absence
2. Reason for absence (state kind of illness or other reason)
3. Attach doctor’s excuse to Agenda or written excuse.
4. Signature of the parent or guardian
Parents will receive a 5, 7, and 10 day absentee notification via certified mail
informing them of excessive absenteeism. If you expect your child to be absent
from school for more than (10) days, you should contact the school immediately.
Ten (10) or more consecutive excused or unexcused absences will result in an
immediate withdrawal from school. Parents must meet with the Principal and
teacher before the student is reenrolled in school to discuss the matter and
provide assistance to the parent and child. Ten (10) or more day’s unexcused
absences will be reported to the JPO and District Attorney’s Office for
educational neglect.
EXCUSED ABSENCES
1. Illness or injury of the student – 3 or more days require a Doctor’s excuse
2. Medical treatment of the student (Doctor excuse required)
3. Attending funeral services for a member of the student’s own immediate family
4. Observance of a holiday or ceremony of the student’s religion
5. Other emergencies approved by the Principal
UNEXCUSED ABSENCES
1. Failure to catch the bus, unless due to emergency conditions, explained in a
note or by phone call from your doctor
2. Shopping, even if accompanied by parents
3. Babysitting
4. Lateness of more than ½ hour
5. Doctor appointment for family member(s)
Students with an unexcused absence may be denied make-up privileges. In
addition, they may receive a lower academic grade if incidents exceed more than
five per semester. Excessive absence may mean loss of credit and possible
retention.
100% ATTENDANCE, 100% OF THE TIME
Teachers need the students in class every day. Sporadic learning created by an
absent student creates a road block for student success. In addition, STUDENT
ATTENDANCE IS A STATE ACCOUNTABILITY INDICATOR THAT IS CURRENTLY USED TO RANK

TARDY
Students are expected to arrive at school on time. Those who are tardy to class
interrupt the teacher’s instructional program and the learning process for all
students. All students are expected to line up immediately when the bell rings
to be escorted to class by their teacher.
Consequences for Tardiness
A note from a parent or guardian must
be written in the Agenda for an excuse to be considered valid. Repeated tardies
will be referred to the Child Protective Services and JPPO by the Counselor.

TRUANCY
Truancy is a serious offense at Ranchos Elementary and will be dealt with
according to District policy. All truant students will be referred to Child
Protective Services and the Juvenile Probation Office for prosecution of
educational neglect.

HEALTH PROCEDURES AND POLICIES
Communicable Disease
Regular school attendance is important to a quality education, but if your child
is ill, it is in the best interest of your child and the other children if they
remain at home. Please notify the school immediately in case of a contagious
disease in order that the school may notify the parents of children who may have
been exposed. Any student having a communicable disease may return only by
permission of the school nurse.
Exclusion from Medical Exams
Parents wishing to have their children excused from routine health examinations
conducted at the school must submit written request each year. This request
should be submitted to the school nurse during the first week of the student’s
attendance.
Immunization Law
It is a violation of New Mexico's compulsory school immunization law (section
24-5-2, NMSA, 1978 comp.) for a student to enroll who is not…
1. appropriately immunized
2. in the process of receiving needed immunizations
3. properly exempted to school immunizations
Regulations, effective October 31, 1996, allow children a one-month period of
conditional enrollment to prove immunization status. Medical exemptions to
school immunizations are only acceptable from licensed medical doctors or
licensed doctors of osteopathy. The written statement from the licensed
physician must state that the physical condition of the child is such that
immunization would seriously endanger the life or health of the child. Also, the
physician must state that the lack of immunization will not adversely affect the
other students. Medical exemptions must be kept in the child's school/health
file. Religious exemptions to school immunizations are only acceptable if the
parent/guardian completes a CERTIFICATE OF RELIGIOUS/CONSCIENTIOUS OBJECTION TO
IMMUNIZATION and submits the notarized certificate to the Immunization Program
for approval. The Immunization Program keeps the original certificates and a
copy, with approval or disapproval, is sent to the appropriate school.
Exemptions, both medical and religious, are for a period of (9) months and do
not extend beyond the school year in which they are submitted/approved. Only
through our combined efforts can we hope to reduce the number of New Mexico
school students susceptible to vaccine-preventable diseases. Please contact the
school nurse for further questions.

STUDENT MEDICATION
Since medical treatment is the responsibility of the parents and the family
doctor, medication will not be given at school unless it is absolutely
necessary. Arrangements with your doctor have to be made in order to give
medicine at school. Please contact the nurse, and fill out and sign a medication
form giving school personnel authorization to administer medicine.

TAOS MUNICIPAL
SCHOOLS Tobacco Policy & Procedures
The purpose of this policy is to create safe and healthy schools for all our
students.
What is Our Tobacco Policy?
Students, staff and visitors are prohibited from using tobacco on school
property, in school vehicles or at school sponsored events! Also, students
cannot possess or advertise any tobacco products. This includes parking lots,
school sports events or any place on school grounds.
For youth and adults who want help quitting:
• Talk with your school counselor or nurse.
• Talk to your family doctor or health care provider.
• Call 1-800-quit-now
What happens if a student violates policy?
• First Time:
Parent/guardian and child will be required to attend one 1/2-hour class on
tobacco led by school counselor or social worker during lunch/recess session.
The classes will help child learn about the effects of tobacco on their own
health and the health of others (secondhand smoke).
• Second Time:
Parent/guardian and child will be required to attend one 1-hour class
after-school with tobacco prevention program on more detailed information about
tobacco health effects. Child will also be required to attend lunch detention at
his/her school three times after the second offense.
• Third Time or More:
Child will be required to complete a total of four hours of community service.
Organizations where he/she can volunteer time are: Ancianos, Plaza de Retiro,
Taos Living Center, ARC, church, administration offices at the Pueblo, Taos
Animal Shelter, Youth and Family Center and the Town of Taos/Taos County
offices.
What happens if a staff member violates policy?
Action for staff may include but is not limited to: referral to Employee
Assistance Program (EAP), conference with supervisor, referral to adult
education session, and disciplinary actions consistent with county, or state
board of Education Personnel Policy.

FOOD SERVICE PROGRAM
The Ranchos Elementary School Food Service Department provides a variety of
services every day to meet the nutritional needs of your child. A variety of hot
and cold breakfast foods along with fruit juice and milk are offered daily. If
your child does not eat breakfast at home, please give us the opportunity to
serve him/her at school.
In 1996 Taos Municipal Schools started a Universal Free Breakfast and Lunch
Program in all elementary schools. All students are allowed to eat free
regardless of income level.

The Taos Municipal School Board has adopted a school uniform policy for K-5th.
The Board of Education expects student dress and grooming to reflect high
personal standards so that each student’s attire promotes a positive, safe, and
healthy atmosphere within the school. All students in K-5 grades will dress in
the adopted clothing style and colors. Per the School Board:

STUDENT BEHAVIOR
Our primary focus at Ranchos Elementary is academics. Students must conduct
themselves at all times in a way that will promote the best possible climate for
learning and achievement. Any conduct that interferes with the instructional
process will not be tolerated and will result in disciplinary action. Positive
behavior leads to academic success!
In order to maintain a school climate that is positive, safe, and academically
focused, our expectation for student behavior is high. Every possible effort
will be made to involve parents in the process of guiding students to become
responsible citizens at school and in the community.

PLAYGROUND BOUNDARIES &
PROCEDURES
Children need physical exercise for their mental growth! The playground is a
wonderful place for exercise and creativity. Students are to show respect,
maintain safety, and follow these boundaries and procedures.

THERE IS NO PLAYGROUND
SUPERVISION UNTIL 8:05 A.M.; STUDENTS SHOULD NOT COME TO SCHOOL BEFORE THEN.
Students are NOT to be on the playground before 8:05 A.M. When the teacher
on duty arrives at 8:05, students may start using the playground equipment.

All supervising adults are to be
obeyed immediately without question when a directive is given.
-
ALL PLAY ENDS WHEN THE BELL
RINGS.
-
When the bell rings, students are
to stop all activity and walk to their class lines. Teachers escort them to
their assigned classrooms. 3rd, 4th, and 5th grade students must enter and
exit the building through the 1st -grade hall.

Students must play in designated
areas. Restrooms, hallways, courtyards, and areas between the wings are off
limit for play.
-
Students must be in sight of the
playground duty person and not be in the outer fields.
-
Students are to use equipment
properly.
-
Students are to play appropriate
games. There will be no fighting, play fighting, tackling, “keep away,” or
chase games on school grounds.

Students are NOT to sit on top of
the high bars or slide. There are to be NO drops from the high bars.
Students may NOT stand on the bars. Jackets or other clothing may not be
used to do spins, nor in any way be attached to the bars.

Only two students per teeter
totter.

Football (flag or tag only)
and/or soccer is to be played in appropriate areas and not on blacktop.

Balls are not to be kicked or
thrown against school building walls.

Balls are to be played within
designated areas only: not in the bathrooms, hallways, or lines.

SCHOOL-WIDE RULES

Staff should conduct themselves

imply or use profanity when speaking.

Students must follow the
directions of all school staff immediately and without question.

speak to teachers, other school staff, and all other adults at Ranchos
Elementary in a respectful and appropriate manner.

Students are to show respect for
each other. Malicious language, profanity, verbal abuse, and “putdowns” are
not acceptable.

Students must show respect for
school property and for the property of others.

Inconsiderate behavior, such as
spitting, interrupting, etc., is not allowed.

Students are encouraged to settle
arguments peacefully, without name-calling, pushing, or violence. DO NOT GET
PHYSICAL!

Ranchos Elementary School is a
closed campus. Students are to come into the playground area when they
arrive in the morning and are not to leave at any time during the school day
without written permission from the office.
-
Students are not allowed to
loiter in front of the school when they arrive in the morning. Students are
to stay away from the outdoor hallways and entrance areas.
-
Students who have official
business in the office are to remain quiet and behave appropriately until
attended to.
-
No running in the halls or
corridors is allowed.
-
No loitering in the bathroom is
allowed.
-
Bicycles may not be ridden in the
corridors or on the playground. Once the bike riders reach the school
grounds they must walk their bicycles and park them in the designated area,
secured by a lock they have brought with them.
-
Students in the halls may not
yell or make excessive noises that will disrupt classes in session.
-
Students must use their agendas
as a hall pass to leave a classroom during class time.
-
Students are to go directly home
after school unless they are with a designated adult supervisor
participating in an after-school activity. Parents must be prompt and
considerate.
-
Students are not to bring flower
seeds or piñon nuts to school for consumption.

Citations
When a student ignores rules and chooses to misbehave, a citation is issued. THE
CITATION WILL BE SENT HOME FOR A PARENT’S OR GUARDIAN’S SIGNATURE. This keeps
the parent/guardian informed and gives them an opportunity to discuss the
incident with the student. Students who continually receive citations will be
given as much help as possible to learn to make the right choices, but may be
suspended if all else fails. Our aim is to teach that behaving appropriately or
not is a choice each student can make for him/herself. The Principal or teacher
will assign students to Lunch Detention the same day of the infraction. Parents
will be notified by a citation inserted in the Agenda. The teacher will also
write a note in the Agenda explaining the incident. Please check your child’s
Agenda daily for school communication and homework assignments.

Suspensions
Students may be suspended for one to ten days if their behavior is disruptive to
the educational process. Students who are suspended from school are prohibited
from being anywhere on school grounds or at any school activities during the
time they are suspended.

Conflict Mediators/Bus Monitors
Mediation programs provide a means of nonviolent conflict resolution for
students and staff. The methods are to be used for disputes that arise in the
school setting. Students are trained as mediators who act as third-party
neutrals to help disputants reach agreements that are mutually satisfactory.
Mediators and Bus Monitors may ask students to follow school rules. They must be
obeyed immediately because they have the full support of the staff. Bus monitors
will help the teachers on duty keep students in single file and help students
avoid common violations of bus rules. DO NOT ARGUE WITH A MEDIATOR OR BUS
MONITOR. A student who physically or verbally assaults a Bus Monitor or Mediator
will be immediately suspended for five days.

RANCHOS ELEMENTARY
ADVISORY SCHOOL COUNCIL
The Principal and the Advisory School Council get things done by working as a
team. The team creates school improvements and administers their implementation.
The team also discusses and finds solutions to resolve school problems. The
Advisory School Council is representative of the Staff. The ASC welcomes input
on the day to day operation of the school, duty schedule, dress code, student
agenda, staff handbook, staff changes, budgetary concerns, etc. Please submit
suggestions on issues to your team member. Staff may volunteer, be elected, or
appointed to the ASC annually. The ASC meets monthly or whenever a member feels
an important issue has to be addressed or resolved prior to the next meeting.
The ASC makes initial decisions regarding school matters, but it takes the
entire staff for ratification. The Principal keeps the rest of the educational
community informed on issues and decisions in the monthly newsletter. Council
members may serve up to two, one-year terms, though fifty percent of the School
Councils should be replaced annually, beginning with the 2006-2007 school year.
School employees may not serve in the role as community, business community, or
parent members. Elections for memberships on the advisory councils shall be
conducted annually. School Councils are responsible for establishing by-laws,
which shall be presented to the Board for approval.
MEMBERSHIP IN THE ADVISORY SCHOOL COUNCIL SHALL INCLUDE:
• Principal
• Two site faculty (elected by their colleagues) One serving a 1-year term, one
serving a 2-year term.
• Parents (selected by the Principal) 2-year term
• Parents (selected from the membership of a school-based PTO) One serving a
1-year term, one serving a 2-year term.
• Community members (selected by the Principal from a pool of interested
candidates) 2-year term
• Business Community Member (selected by the Principal from a pool of interested
candidates) 2- year term.
• No school council member, except the principal, shall serve more than 4 years.
BYLAWS THAT ARE ESSENTIAL ELEMENTS OF AN EFFECTIVE ADVISORY SCHOOL COUNCIL
• Team members share common goals and really care about achieving them.
• Each school site shall establish a School Council.
• Solicitation for membership shall be conducted annually through correspondence
with parents and notification to the community through the local newspaper and
radio station.
• Council members shall serve a one-year term.
• School employees may not serve in the role as community, business, or parent
member.
• Elections for membership on the advisory council shall be conducted annually
during the first month of the academic year.

• Teams are developed, nurtured, and shaped by creative leadership and hard work
on the part of all participants.
Ranchos Elementary School would like to begin to gradually phase in Advisory
School Council. We know that a team consists of the principal, teachers,
parents, and staff. We realize that presently our management leaders do not have
exhaustive knowledge of instructional programs; federal, state, and local
regulations; budget procedures and administration; and all other management
skills needed to manage a school. It should be noted that in order to have a
functional Advisory School Council, the council must be given the autonomy and
authority to manage the school. If the administration vetoes a decision made by
the Advisory School Council in an area where the team has been given the
autonomy and authority to manage, the process is damaged and the effectiveness
of the process is eroded and ultimately may fail. Our biggest concern before we
begin this endeavor is, how should teachers’ jobs be redefined to allow time for
collaborative decision-making and on-going professional development? Both
teachers and the public believe that teachers should devote their time to
students, and teachers are finding classroom demands take increasing time and
energy. Where is the money and opportunities for parents to learn new roles and
ways to assist with Advisory School Council? Parents at disadvantaged schools
may not have access to transportation or time to participate in school
decision-making. There will be risks and benefits, but we are willing to
participate if Advisory School Council will lead to better school practices and
stronger instruction.
The Advisory School Council Team would like to be involved in decisions
regarding:
• Budget (Operational to include only: direct instruction, instructional
support, & operation maintenance of plant and all SB-9 expenditures)
• Hiring/Termination
• Instructional Programs
• Staff Development Activities
• School Schedules
• Policies
THE PURPOSE OF THE SCHOOL COUNCIL IS TO:
1. Collaborate with the Principal on procedures relating to curriculum and
instructional issues including staffing and instructional materials
2. Review and approve school site based budget
3. Advocate for students
4. Develop strategies to encourage greater parent and community involvement in
the Taos Municipal Schools.
5. Build community support for the public schools
The shared decision making of the School Councils shall not supersede
Board/Superintendent decision-making responsibilities unless waived by the
board.

TRANSPORTATION
Students use a variety of methods to get to school. They walk, are driven, or
ride the bus. It is essential that your child is at Ranchos Elementary by the
first bell. Do not bring your child late to school! The opening of the school
day is critical to instruction. If you drive your child to school, do not drop
the child off prior to 8:05 A.M. Regardless of the kind of transportation,
careful and slow driving should be taken around school campus, and all safety
regulations must be followed. Teachers, Staff, Parents, and Visitors must always
use designated parking and pick-up areas. Bus services are available for
students who live a considerable distance from school. Parents must provide a
written request directed and approved by the office in order for a child to
board a different bus. The bus drivers are responsible for providing safe and
efficient service. The students are responsible for maintaining safe behavior on
the bus and at bus stops so the driver can concentrate on driving. SCHOOL BUS
TRANSPORTATION IS A PRIVILEGE THAT MAY BE WITHDRAWN FOR INAPPROPRIATE BEHAVIOR.

PARKING LOT
It is extremely important that students not walk through the parking lot on the
way to or from school. We are also asking that parents be very careful when they
pickup students after school. Parents are not to congest the driveways or block
sidewalks. DO NOT BLOCK THE CIRCLE DRIVE. Everyone is being asked to help with
this safety issue.

TELEPHONES
Students are not allowed to use the telephone unless they need to be picked up
due to sudden illness or emergencies. All other communication must be written in
their Agenda. Students will model parents’ organization. Students are not to
have cell phones at school. If a student brings a cell phone and it is out of
his/her backpack, it will be taken away until the last day of school.

1. Label all articles of clothing, school supplies, and items brought to school.
2. Always notify the office of changes in phone numbers, addresses, and contact

3. If you are moving from the district, let us know several days in advance, so

COUNSELING SERVICES
Our school counselor provides individual and group counseling in the areas of
educational, social, and emotional growth. She assists students with building
citizenship, being trustworthy, and taking responsibility for their own actions.
She helps them be ambitious and to practice determination when they are
completing a task. She demonstrates how to be caring and to be fair during
competitive sports. She teaches students how to have respect for others and
respect for self. She will refer students and families to appropriate school and
community recourses. The counselor also maintains and interprets student
cumulative records. She coordinates, administers, and interprets group and
individual tests including scholastic, aptitude, achievement, and others as
directed.

DEAR PARENT OR GUARDIAN:
This year at Ranchos Elementary our Main Goal will be to increase the reading
level of all our students so that it is reflected on their CRT Scores. We are
asking all parents to read with their children for at least 30 minutes each
night, including weekends and vacations. There should be no interruptions or
distractions during the time you set aside for your child to read.
Our school is once again implementing an agenda program. You may ask: What is an
AGENDA? Our School Agenda has been designed to help students manage their time
and plan their day so parents can take an active part in controlling their
child’s academic achievement. For example, your child’s reading assignment is
stressed in the weekly calendar section found in the agenda. The agenda is a
valuable resource for parents to learn more about their child’s school and its
priorities.
Ranchos Elementary School requires every student to…

Dear Parents and Guardians,
The following is a contract to be signed by the principal, teacher, parent, and
student of Ranchos Elementary School. It states the conditions to be met in
order for your child to participate in the end-of-the-year school trips and
other extracurricular activities such as additional field trips, skiing,
basketball, cheer leading, and various in-school social functions.
Condition # 1: The student shall only have three (3) or fewer citation notices
in one 9-week period.
Condition #2: The student must NOT have more than 3 unexcused absences or a
total of 8 excused or unexcused absences
in a 9-week period.
Condition #3: The student must have turned in ALL assignments, including
in-class work, homework assignments,
quizzes, and tests to his/her homeroom teacher and all other teachers.
Condition #4: The student must show cooperative behavior in class on a
consistent basis.
Condition #5: The student can not participate in physical fights on school
grounds. He/she must show his/her desire to
solve conflicts verbally. School staff and the administration desire to direct
him/her in a non-violent
approach.
Condition #6: The student must not be found writing graffiti or defacing school
property in any way.
Condition #7: The student must show regular cooperation in adhering to class and
school policies and not violate the attendance and tardy policies.
Condition #8: All parent-teacher conferences must be fulfilled in advance of
field trips or extra-curricular activities.
If your child accepts and fulfills these conditions, we look forward to his/her
participation in the above-mentioned activities.
If your child chooses not to adhere to these conditions, then he/she will remain
behind until his/her work is completed to the satisfaction of the teachers(s)
and/or his/her behavior shows sincere change for the better.
Your child may be kept from any activity, including paid activities, if he/she
does not follow these conditions. Refunds will not be given.
We encourage your child to work hard so that he/she may participate in these fun

Student Grievance Procedure
Parents, students, and community
members should use the following procedures and form to address concerns
regarding the Taos Municipal Schools and/or its staff.
1. Take your concern to the person closest to the issue (perhaps the teacher);
if the issue is not resolved at this level, you should go to number 2.
2. Discuss your concern with the principal. If the issue is not resolved to your
satisfaction, you should go to number 3.
3. Appeal your concern to the Director of Instruction in writing. The Director
of Instruction will address the problem or direct your concern to the
appropriate central-office administrator. If the problem is still not resolved,
go to number 4.
4. Take your concern to the Superintendent. If once again the issue remains
unresolved, you should go to number 5.
5. Address your concern, in writing, to the school board. If your concerns are
not resolved, you should go to number 6.
6. Write to the State Superintendent of Public Instruction, and describe your
concern. Send a copy of your letter to the Taos Municipal Schools
Superintendent. Your concern may be directed to another unit within the
Department of Education for a review. You will receive a response from the State
Department of Education at this stage.

Taos Municipal School District Policy for Acceptable Use of the Internet
Please read this document carefully
before signing
Internet access is now available to students and teachers in the Taos Municipal
School District. We are very pleased to bring this access to the district and
believe the Internet offers vast, diverse, and unique resources to both students
and staff. Our goal in providing this service to teachers and students is to
promote educational excellence in schools by facilitating resource sharing,
advanced research capabilities, innovation, and communication. The Internet is
an electronic highway connecting thousands of computers all over the world and
millions of individual subscribers. Students and staff have access to:
1. Electronic mail communication with people all over the world.
2. Public domain software and shareware of all types.
3. Discussion groups on a wide area of topics ranging from Chinese culture and
the environment to music and politics.
4. Access to many University Library Catalogs, the Library of Congress, and
ERIC.
5. Availability of Renaissance Place, a school-used software program, from
anywhere in the world with internet.
With access to computers and people all over the world, also comes the
availability of material that may not be considered to be of educational value
in the context of the school setting. On a global network, it is impossible to
control all materials and an industrious user may discover controversial
information. We firmly believe that the valuable information and interaction
available on this worldwide network far outweighs the possibility that users may
procure material that is not consistent with the educational goals of the
District.
Internet access is coordinated through a complex association of government
agencies, and regional and state networks. In addition, the smooth operation of
the network relies upon the proper conduct of the end users who must adhere to
strict guidelines. These guidelines are provided here so that users are aware of
the network resources. If a Taos School District user violates any of these
provisions, his or her access will be terminated. The signature(s) at the end of
this document indicates the party(ies) who signed has/have read the terms and
conditions carefully and understand(s) their significance.
Computer and Internet Terms and Conditions
Acceptable Use:
The purpose of NSFNET (National Science Foundation Network); which is the
backbone network to the Internet, is to support research and education in and
among academic institutions in the U.S. by providing access to unique resources
and the opportunity for collaborative work. The use of school computers must
support education and research while being consistent with the educational
objectives of the Taos Municipal School District. Transmission of any material
in violation of any U.S. or state regulation is prohibited. This includes, but
is not limited to: copyright material, threatening or obscene material, or
material protected by trade secret. Use for commercial activities is generally
not acceptable.
Network Etiquette-Users are expected to abide by the generally accepted rules of
network etiquette. These include (but are not limited to) the following:
1. Be polite. Do not be abusive in your messages to others.
2. Use appropriate language. Do not swear, use vulgarities or any other
inappropriate language. Illegal activities are strictly forbidden.
3. Do not reveal your personal address or phone numbers of students or
colleagues.
4. Note that electronic mail (e-mail) is not guaranteed to be private. People
who operate the system do have access to all mail. Messages relating to or in
support of illegal activities may be reported to the authorities.
5. Do not use the network in such a way that you would disrupt the use of the
network by others. All communications and information accessible via the
network, should be assumed to be private property.
6. Hate mail, harassment, discriminatory remarks and other anti-social behaviors
are prohibited on the network. Therefore, any messages should not contain
profanity, obscene comments, sexually explicit material, and expressions of
bigotry or hate.
7. Mail List Servers must be monitored daily and deleted from the personal mail
directory to avoid excessive use of fileserver hard-disk space.
8. From time to time, Taos School system administrators will make determinations
on whether specific uses of the network are consistent with the acceptable use
practice.
9. Use of any information obtained via the Internet is at your own risk. Taos
Municipal Schools specifically denies any responsibility for the accuracy or
quality of information obtained through its services.
10. Security on any computer system is a high priority, especially when the
system involves many users. If you feel you can identify a security problem on
the Internet, you must notify a system administrator. Do not demonstrate the
problem to other users. Users shall not intentionally seek information on,
obtain copies of or modify files, other data, or passwords belonging to other
users, or misrepresent other users on the network. Attempts to gain unauthorized
access to system programs or computer equipment will result in cancellation of
the user's privileges. Downloading information onto the hard drives is
prohibited. Any user identified as a security risk or having a history of
problems with other computer systems may be denied access to school computers.
11. Vandalism-will result in cancellation of privileges. Vandalism is defined as
any malicious attempt to harm, modify, or destroy computer hardware, data of
another user, Internet, or any of the other networks that are connected to the
NSFNET Internet backbone. This includes, but is not limited to, the uploading or
creation of computer viruses.
12. Inappropriate Use-The system administrators will deem what is inappropriate
use and their decision is final. Also the system administrators may close an
e-mail account at any time. The administration, faculty, and staff of Taos
School District may request the system administrator to deny, revoke, or suspend
computer use.
Taos School District Agreement
I understand and will abide by the above Acceptable Use Agreement. I further
understand that any violation of the regulations above is unethical and may
constitute a criminal offense. Should I commit any violation, my access
privileges may be revoked, school disciplinary action may be taken, and/or
appropriate legal action.

recognize it is impossible for Taos Municipal School District to restrict access
